undertaken, and not left to be pointed out during execution of the work or by a Committee at the end of even one work of magnitude.
I submit that the fees paid to the Architects for their Bill of Quantities alone for the work now under review would have gone a long way towards salar- ies of officers if this branch had been in existence, and such officers would also have been available for other works.
May I be permitted to point out that at the period when the accounts ceased to be kept in the recog- nized manner, viz:- at the end of the year 1908, there were two officers specially trained as Quantity Survey- ors on the staff of the Public Works Department. Another officer of similar training was appointed early
in the year 1910. Yet, as a matter of fact, not one of these three officers with their special training was made use of after the end of the year 1908 for the accounts for works of magnitude.
May I be further permitted to point out that
I have dealt with not only the work under review but other large works including preparing Bills of Quantit- ies with a most limited staff, and I am proud of the fact that I have accomplished so much.
I beg to state that when the Final A/Cs for
the work now under your review were in hand, a Chinese
Draughtsman who had been trained by me applied for an
increase of salary;
this junior officer was very
